In plain English
A person has the right to readily available means of grievance redressal from the Data Fiduciary or a Consent Manager about anything they do or fail to do under the Act. The fiduciary must respond within the period the Rules prescribe, and the person must use this route before complaining to the Board. Rule 13 sets the period and asks fiduciaries to publish it.
What you must do
Run a grievance channel that is easy to find and use, publish the response period, and answer within it.
Keep records of grievances and responses: the Board will ask whether this step was exhausted.
